FLORIDA - Florida legislators have introduced a proposal to provide annual property tax rebates to qualifying homesteaded homeowners.

The initiative, sponsored by State Representative Jeff Holcomb, R-Spring Hill, is part of House Bill 71 and aims to offer $1,000 each year from 2026 through 2030, totaling $5,000 in relief over five years.

The program targets homeowners who receive a homestead exemption on properties valued between $100,000 and $450,000.

The Florida Department of Financial Services would administer the rebates, with the Chief Financial Officer coordinating with county property appraisers to determine eligibility and ensure proper distribution of funds.

Governor Ron DeSantis previously supported a similar rebate proposal earlier this year to help Florida homeowners manage rising property taxes.

Holcomb said his goal is to provide the rebates before property tax bills are issued in the fall, though he acknowledged the bill could be amended as the legislative session progresses.

House Democrats have expressed concerns about the potential impact on local government budgets.

State Representative Fentrice Driskell, D-Tampa, noted that property taxes fund essential public services, including first responders and local law enforcement.

Driskell stated that reducing property taxes could force some local governments to cut services, which could affect community safety.

Holcomb, a former county commissioner, said he is aware of local government budget constraints and emphasized the importance of public safety funding.

Lawmakers expect additional proposals and amendments to emerge as the session continues, with ongoing discussions to balance homeowner relief with maintaining adequate local services.
